After the successful completion of the pilot phase (September 15-30, 2025), the implementation phase began on October 2, 2025, and will continue until October 31, 2025.

During the first week of implementation, all government ministries and departments displayed extraordinary enthusiasm and launched innovative, citizen-centric, and sustainable initiatives to advance the objectives of cleanliness and disposal of pending cases.

Art from Waste / Wealth from Waste

Transforming waste into useful creations is one of the most innovative themes under Special Campaign 5.0.

• The Ministry of Coal showcased creativity through its mascot, “Angara,” made entirely from recycled materials, symbolizing sustainability and resource efficiency.
• The Ministry of Mines showcased India’s “jugaad from waste” approach by transforming discarded materials into useful items and decorative objects.
• The Ministry of Steel promoted recycling for art and sustainability by transforming office junk into creative installations.
• The Ministry of Railways organized an “Art from Waste” exhibition showcasing sculptures made from scrap across all its divisions.

E-Waste Management

E-waste management is receiving special attention under Special Campaign 5.0, encouraging the responsible disposal and recycling of electronic materials.

• The Ministry of Mines launched a nationwide e-waste recycling initiative by setting up e-waste collection stalls at 20 locations in major government and public sectors to promote safe recycling practices.
• The Ministry of Coal launched an e-waste clean-up campaign and installed e-waste kiosks to raise awareness about proper waste disposal.
• The Ministry of Railways launched an e-waste awareness campaign to educate employees about sustainable electronic waste management.

Cleanliness Practices

Cleanliness has been given a central place in Special Campaign 5.0, and various ministries are making coordinated efforts to enhance cleanliness and efficiency at workplaces.

• The Ministry of Railways launched drone-powered cleaning of the Amrit Bharat Express, utilizing drone technology for efficient, contactless exterior cleaning of trains—a milestone in innovation-driven cleanliness.
• The Ministry of Heavy Industries organized cleanliness activities at BHEL Hyderabad and HMT Machine Tools Limited to promote industrial hygiene and organization.
• The Ministry of Home Affairs maintained clean and sustainable workplaces through regular campaigns in police complexes and administrative offices.

Inclusiveness

Inclusiveness and women’s empowerment have emerged as key focuses of Special Campaign 5.0, which showcased women-led models in public service.

• The Ministry of Coal took a significant step by establishing a “Pink Dispensary” staffed entirely by women in Patansangi, Nagpur.
• Furthermore, Coal India’s first all-women-run central storage unit was inaugurated in Korba, Chhattisgarh, which will be managed by women officers using a modern digital inventory system.

Ensuring the welfare, safety, and recognition of sanitation workers, the Ministry of Information and Broadcasting furthered inclusivity by organizing health camps for Safai Mitras.

The campaign also saw significant public outreach, with over 5,954 tweets, 133 PIB statements, and extensive visibility on electronic and social media platforms under the hashtag #SpecialCampaign5.
